As of 2018, you can possess cannabis for medical with a state-issued license. The Oklahoma State Department of Health made license applications available to potential medical marijuana cultivators, processors and dispensaries. However, if you're interested in joining the industry, you could face legal issues without the help of an experienced medical marijuana attorney.   • Commercial growers - Commercial growers sell cannabis only to a licensed processor or retailer. There are no limits on how much pot a licensed grower can grow. Licensed growers can sell to licensed processors and licensed dispensaries only.

    Processors -Processors are allowed to use cannabis plants to process or distill them into edibles, concentrates and other forms of cannabis for consumer use. You may sell your manufactured products to a licensed retailer or another licensed processor.

    Dispensaries - Dispensaries are allowed to sell medical marijuana or other cannabis-related products from licensed processors. Only medical marijuana patients, caregivers, research license holders or the parent or legal guardian named on a minor patient's license can buy products at dispensaries.

    Transporter - Growers, processors and dispensaries must be issued a transporter business license and an individual transporter license to transport marijuana.

    Renewals - Renewal applications are required. We recommend businesses submit their renewal license before the license's expiration date, but no sooner than 60 days before the expiration date.

    Certificate of Compliance - A Certificate of Compliance is required from the city or the county where the business resides. For example, companies in Oklahoma City may submit a Certificate of Compliance provided by Oklahoma City.

    Residency Requirements - If you're a new business, you must meet the new residency requirements. This includes proof of residency for the last two years preceding the renewal date or application or five continuous years of the previous 25 years preceding the renewal date or application to establish that 75% of the owners are Oklahoma residents, as required by SQ 788. Documentation proving residency for two of the last five years is required at application.

    Change Requests - Licensees are limited to one location change request and one ownership change request per year of licensure. If you wish to update contact information, location or ownership, you can do so through the OMMA application portal.

    Testing Laboratory -Oklahoma-licensed growers and processors are required by law to test all medical marijuana in a laboratory licensed by OMMA. Testing is needed for THC potency, terpene profile, Mycotoxins, Residual Solvents/chemicals, Heavy Metals (Lead, Arsenic, Cadmium, Mercury), foreign materials/filth and harmful micro-organisms. A testing license from OMMA allows them to analyze harvested and processed medical-use marijuana for the presence of harmful contaminants.

    Researcher & Education - Applicants for research and education licenses must follow specific requirements. For a research facility license, you can grow, cultivate, possess and transfer marijuana to other licensed research facilities and licensed testing laboratories by sale or donation for the limited research purposes approved in the application. An education facility license allows the licensee to provide training and education to individuals involving the cultivation, growing, harvesting, curing, preparing, packaging or testing of medical marijuana.

    Waste Disposal - A waste disposal facility license enables the licensee to dispose of and transport medical marijuana waste. OMMA is authorized to grant up to ten waste disposal facility licenses in the first year of licensing program. Once licenses are granted, licensed entities may apply for waste disposal facility permits for additional locations
